工程變更、簽證管理辦法

為了明確承包人和發包人雙方的權益，減少施工、結算中因變更、簽證不規范引起的糾紛和爭議，特制定如下管理辦法共同執行：

一、設計變更、現場簽證的確認：
    設計變更、現場簽證是施工圖紙的補充部分，與正式施工圖紙一樣具有同等的法律效力，設計變更、現場簽證一經確認，發包人和承包人雙方必須按規定嚴格執行。
1、設計變更的確認：施工中，發包人需對原工程設計進行變更，其設計變更必須由設計院簽發，格式執行建委規定的表格。

二、執行變更、簽證的程序和責任：
1、承包人在接到被確認的變更、簽證后應根據變更、簽證的具體要求執行。
