工程質(zhì)量監(jiān)理目標(biāo)是：建立全面的質(zhì)量控制體系，強(qiáng)化承包人自檢體系的管理，嚴(yán)格做好中間的質(zhì)量檢驗以及現(xiàn)場質(zhì)量驗收，搞好工序監(jiān)測，強(qiáng)調(diào)以事前控制為主，嚴(yán)格開工報告的審批，預(yù)防質(zhì)量通病的發(fā)生，杜絕施工質(zhì)量事故，確保工程質(zhì)量創(chuàng)優(yōu)。
    1.建立質(zhì)量保證組織體系
   1.1監(jiān)理工程師必須建立完整的質(zhì)量監(jiān)控組織體系，以保證對所有施工環(huán)節(jié)進(jìn)行有效控制。質(zhì)量控制組織體系中應(yīng)根據(jù)工程實(shí)際情況設(shè)置材料、試驗、測量、計量等及各工程項目的專業(yè)技術(shù)崗位，并明確其名稱和職責(zé)，實(shí)行工程質(zhì)量終生崗位責(zé)任人制度。此外，應(yīng)建立獨(dú)立的監(jiān)理中心試驗室和測量機(jī)構(gòu)，質(zhì)量數(shù)據(jù)不與承包人共享。
   1.2督促、檢查承包人自檢的三級質(zhì)量保證體系。承包人自檢質(zhì)保體系的核心和基礎(chǔ)是各級分項工程自檢質(zhì)量負(fù)責(zé)人和工地試驗，監(jiān)理工程師必須對其嚴(yán)格審查，不符合要求的必須及時更換和充實(shí)完善。
    2.劃分質(zhì)量單元
