一、前   言
    建筑工程質(zhì)量通病是指建筑工程中經(jīng)常發(fā)生的、普遍存在的一些工程質(zhì)量問題，由于量大面廣，因此對建筑工程質(zhì)量危害很大，是進一步提高工程質(zhì)量的主要障礙。1995年，原省建委頒發(fā)了《關(guān)于印發(fā)〈廣東省消除建筑安裝工程質(zhì)量通病若干規(guī)定〉的通知》（粵建監(jiān)字［1995］144號，以下簡稱《若干規(guī)定》），全省各地按照《若干規(guī)定》的要求，采取切合實際的措施，經(jīng)過近10年的實踐，《若干規(guī)定》所列的質(zhì)量通病現(xiàn)象在我省房屋建筑工程中逐年減少，其中的部分措施已成為近幾年出臺的工程建設技術(shù)規(guī)范、標準的條文。實踐證明，抓好質(zhì)量通病防治工作是提高工程質(zhì)量的重要途徑。
近年來，我省建筑業(yè)蓬勃發(fā)展，由于相應的技術(shù)標準和措施的制訂相對滯后，傳統(tǒng)的施工工法已不適應工程建設的要求，一些新的質(zhì)量通病也隨之產(chǎn)生，以前一些不太關(guān)注的質(zhì)量通病，現(xiàn)在也日顯突出。例如：新型砌體開裂、滲漏，混凝土結(jié)構(gòu)板梁開裂，衛(wèi)生間、給水管暗敷滲漏，陽臺欄桿過低，電器設備無防雷接地等。這些質(zhì)量通病，有的縮短了建筑物的使用年限，有的
