第一章　　編制依據(jù)

本施工組織設(shè)計(jì)作為主導(dǎo)施工的依據(jù)，編制時(shí)對目標(biāo)工期、工程質(zhì)量、項(xiàng)目管理機(jī)構(gòu)設(shè)置、勞動力組織、施工進(jìn)度計(jì)劃控制、機(jī)械設(shè)備及周轉(zhuǎn)材料配備、主要分部分項(xiàng)工程施工方法、安全保證措施、文明施工及環(huán)境保護(hù)措施、降低成本措施等諸多因素盡可能充分考慮，突出科學(xué)性及可行性。本施工組織設(shè)計(jì)依據(jù)以下幾項(xiàng)編制：
1、福建省閩水招標(biāo)代理有限公司頒發(fā)的文山里水文實(shí)驗(yàn)站測報(bào)綜合樓建設(shè)工程招標(biāo)文件。
2、福建省建筑科學(xué)研究院勘察設(shè)計(jì)分院設(shè)計(jì)的文山里水文實(shí)驗(yàn)站測報(bào)綜合樓建設(shè)工程建筑、結(jié)構(gòu)、給排水施工圖。
3、現(xiàn)行國家有關(guān)規(guī)范、標(biāo)準(zhǔn)和規(guī)程。
4、福建省及福州市有關(guān)文件及規(guī)定。
5、現(xiàn)場實(shí)際情況。

第二章　　施工部署

福建省閩水招標(biāo)代理有限公司頒發(fā)的文山里水文實(shí)驗(yàn)站測報(bào)綜合樓建設(shè)工程招標(biāo)文件，施工質(zhì)量、工期、安全生產(chǎn)及文明施工都會對整個(gè)工程起到至關(guān)重要的作用，公司擬將其列為重點(diǎn)工程，公司給予高度重視，決心在以往建筑施工經(jīng)驗(yàn)的基礎(chǔ)上，鞏固成績，克服缺點(diǎn)，堅(jiān)持公司的質(zhì)量方針，運(yùn)用科學(xué)管理，制定嚴(yán)格的質(zhì)量、進(jìn)度和安全生產(chǎn)的控制措施，大力采用新技術(shù)、新工藝和新材料，以科技推動生產(chǎn)，降低成本。在施工過程中，同建設(shè)單位、監(jiān)理單位、設(shè)計(jì)單位和質(zhì)
