2.1施工總指導(dǎo)思想
本技術(shù)標(biāo)作為指導(dǎo)施工的技術(shù)性文件，堅(jiān)決遵守國(guó)家法律和強(qiáng)制性標(biāo)準(zhǔn)，嚴(yán)格履行向業(yè)主的承諾，堅(jiān)持業(yè)主第一的宗旨，實(shí)現(xiàn)不斷完善產(chǎn)品質(zhì)量和服務(wù)質(zhì)量、滿足使用功能、消除質(zhì)量通病的目標(biāo)。編制時(shí)對(duì)工期、質(zhì)量、環(huán)境保護(hù)、安全管理、服務(wù)、協(xié)調(diào)、文明施工目標(biāo)、組織管理機(jī)構(gòu)與施工組織、勞動(dòng)力組織、施工進(jìn)度計(jì)劃控制、機(jī)械設(shè)備及周轉(zhuǎn)材料配備、主要施工技術(shù)方案和技術(shù)措施、質(zhì)量保證措施、安全保證措施、文明施工措施、環(huán)境保護(hù)措施、創(chuàng)兩型五化工地保證措施、推廣應(yīng)用新技術(shù)等諸多因素做到充分考慮，突出其科學(xué)性、適用性和針對(duì)性、有效性、經(jīng)濟(jì)性、制約性。以相應(yīng)業(yè)主招標(biāo)文件的要求。在施工前還要根據(jù)現(xiàn)場(chǎng)情況編制更加詳細(xì)的實(shí)施性作業(yè)指導(dǎo)書(shū)，用以組織和指導(dǎo)施工。
