第一部分、baopo技術(shù)與安全
一、爆炸安全管理措施
    （1）baopo工作要根據(jù)批準的設(shè)計文件或簡明的炮眼布置說明書，以及有關(guān)技術(shù)規(guī)定進行。每個baopo工點指定人員負責(zé)炮位選擇，進行藥量計算和安全警戒工作。
    （2）從事baopo工作的人員必須受過baopo技術(shù)培訓(xùn)，熟悉baopo器材性能操作方法和安全規(guī)則。本工程項目嚴禁使用新baopo人員擔(dān)任baopo工作。
    （3）baopo器材的采購、運輸、保管、發(fā)放必須符合國家《baopo安全規(guī)程》規(guī)定的要求。建立臺帳，嚴格審批制度，防止多領(lǐng)少用，私藏余料，杜絕流失和被盜。
    （4）進行baopo作業(yè)要嚴格控制用藥量，禁止無證人員參加baopo作業(yè)，并按規(guī)定的警戒距離、時間，設(shè)置安全警戒人員。baopo在施工前要制定專項施工組織設(shè)計，指導(dǎo)全過程施工作業(yè)。
    （5）baopo安全管理措施根據(jù)中華人民共和國baopo施工管理的有關(guān)規(guī)定標準（GB13349-92），結(jié)合施工現(xiàn)場實際情況，特采用如下安全管理措施：建立baopo安全領(lǐng)導(dǎo)小組，統(tǒng)一
